two starts now. >> a new fence is now up at the site of a well-known illegal drug market in san francisco, thanks to a nonprofit. hello again everyone. i'm julie julie haener and i'm mike mibach. >> some say it's already a step in the right direction, but as ktvu joey horta reports, others wonder why the city hasn't taken its own action. >> workers wrap up the installation of a brand new aluminum fence at the entrance to book concerned lofts on wednesday are called bakery takes up part of the ground floor of the building at mcallister and leavenworth in san francisco's tenderloin district. >> a lot of people think it's not safe. >> cat, cow prasert co-owns the thai curry restaurant and bar right across the street from the new fence. she opened up shop a year ago but says business is slow because of the location and who it attracts. >> any given night you can walk through here, and this was like a bizarre sale for all the fentanyl smokers.

>> people come here for drug markets and all the crime that comes with them. >> they will do the drugs right in front of you like it's just dangerous. you it's already bad at daytime. you do not want to be down here at night time. >> the idea of the fence is to keep drug dealers and users away. >> it's like a circle where it's like they'll steal, they get their money, and then they go to the drug addict, which is usually the drug dealer, which is usually right here. >> so who brought in the fence? a source with knowledge of the project tells ktvu. the nonprofit civic center community benefit district. install the fence. it's unclear how much it costs, but those who live nearby are split on whether it will do any good. >> i hope this works and keeps it clean and helps the neighborhood. >> it's like not going to stop them because it's like we've been in san francisco for so long, they're going to find another spot, another way to sell their stuff. between march 18th to 24th, san francisco police cited 30 dealers in the tenderloin, seized over $11,000 in drug money and more than

go through the next 24 to 36 hours, probably get a foot and foot tonight and it's raining outside. that's sfo. you can see the wet on the tarmac and slowing some flights down a little bit, but by the morning hours things are going to be better. this line of showers moving through the area right now. let me put a little little movement on it. and you can kind of see it coming through. it comes together around nine 3010. and there it is. and that whole band is going to move through. and when that does the persistent heavy mist, heavy rain, whatever you're seeing is going to die down quickly. now on the west slope of the sierra nevada. that's not the case. it's going to keep dumping up there. as we know, these things kind of get trapped up there and continue to go. so this is the tail end. you see santa rosa in the dry right now, san rafael on the dry. not before though, getting up to a half inch of rain even more in some parts of the marin county watershed and up around guerneville. and right now, concord, you're getting some moderate to moderate to light, a little bit heavy rain that continues for the next 20 minutes or so, 30 minutes, and then it progresses as this whole system kind of progresses south slowly and after midnight,

things should really begin to wind down with just scattered showers. morning commute should be fine tomorrow. not a bad day, maybe a sprinkle, but overall just some clouds and some sun. i'll see you back here at the full forecast. coming up. >> all right. we'll see you in a bit bill. thank you. well, new at 11 tonight. a man from concord was sentenced to nearly a year in prison for making voice mail threats to congresswoman nancy pelosi and homeland security secretary alejandro mayorkas. 44 year old david carrier pleaded guilty to two counts of making threats against a federal official. prosecutors say carrier threatened to assault pelosi in a message on january 21st, 2021. about a year and a half later, he left a similar message for secretary mayorkas. carrier was sentenced to 11 months plus three years supervised release. san jose police say six men are in custody in a gang motivated assault. the victim survived the attack at a business on center road last october. last wednesday, detectives served a search warrants in san jose. they seized one assault rifle,

15 handguns, 11 of which were unregistered, plus a 3d printer. ghost gun parts, more than $80,000 in cash, ecstasy, meth, cocaine and heroin. one man was arrested in san jose and five others in orange county, with help from the fbi and homeland security. tonight, an investigation is underway after pacifica police opened fire today, killing a woman. >> it happened just before 8:00 this morning outside an apartment complex on francisco boulevard, right between lakeside avenue and claridon road, west of highway one. officials say they were called to the scene after a young man had called them, saying his mother had just shot him. when officers arrived on scene, they say the mother was driving away in a ford escape and pointed a gun at them. and that is when police say officers opened fire, killing the woman. residents say they are shocked by what happened. >> i've lived here since 1974 and, i've not seen anything like this. >> it's horrible. i i feel for

her family. >> i pray for her family. >> authorities have not released what led up to the mother shooting her son. and they also have not released their identities. the sun is now reportedly in stable condition at a hospital. >> marin county is launching a new family reunification project that intends to connect families ahead of an incarcerated persons release. the sheriff's office hopes the reunification will prevent more people from becoming repeat offenders. familial connections will also hopefully be improved for those who are set to reenter the community. the first scheduled meeting for the program is 2 p.m. next tuesday afternoon at the marin county jail. >> new tonight an emotional reunion between a family and a vacaville police officer. three years ago, the officer found three brothers living in horrific conditions, but now they're all part of a loving family. as ktvu amber lee reports, that family invited the officer to be part of an adoption ceremony.

>> james lancaster is starting a new chapter with his sons. he and his wife may recently adopted three biological brothers they fostered. >> we're hunter sent all in. >> three years ago, vacaville police received a call from the boys biological mother, who reported that one of her sons went missing from her apartment. officer isaac stevens, a rookie at the time, decided to do a welfare check. he went to the apartment and described it as being filthy. >> i was shocked to believe that kids were living in conditions like this, stevens tells me. >> the boys, ages two, four and eight at the time, were left with no adult supervision. the lancaster's distant relatives of the children's biological mother took in the boys, and they actually met me here at the police department just outside those steps in the middle of the night. >> after the initial call for service, the lancaster tell me they knew they wanted to keep the three brothers together. >> i felt like a duty to these three kids. >> may tells me she's lucky to have the boys. >> it's very rewarding watching

them grow and play sports and you know and do good in school academically. >> a second chance at motherhood after the couple's son was killed more than a decade ago. >> they've given me life, my life back. >> the proud parents say they want to give the boys a happy life, and has seen the impact of a stable home. >> complete 360 and everything. and the way they carry themselves, their confidence. >> last friday, the couple officially adopted the boys and invited officer stevens to join them for the ceremony at the courthouse. >> it was something i couldn't imagine, you know, three years later, the lancaster's tell me there's a shortage of foster homes and encourage others to open up their hearts, because at the end, we're trying to raise good citizens and good people. >> the couple tells me. to be honest, this journey has had its challenges, but they say the most rewarding part is just spending time together as a family. what's next? a trip to southern california to visit

amusement parks in fairfield, amber lee, ktvu, fox two news in san francisco, the hunters point tennis court reopened today after a renovation. >> the city spent $271,000 to transform the four courts. the money used was mostly generated by fees collected from a south of market development project. mayor london breed was there, along with former mayor willie brown, who helped shape the program. speakers say the new addition will bring much needed positivity to the community. >> youth tennis advantage has been here for those 37 years operating an after school tennis and tutoring program for the local kids, inspiring and so, so wonderful to see this major, this major tennis court refurbishment and activity here, we are very much committed to this neighborhood. >> the refurbished courts will

west coast rap officials with the contemporary art museum say the new building will add 55,000ft!s of gallery space, a 70% increase. the addition will be located directly behind the existing museum. construction on the new building is scheduled to break ground next year, with a completion date of 2028. that is just before the summer olympics in las vegas. >> people are taking in the last of the tropicana hotel before it's gone for good next week. for some, it's the wedding chapel they're going to miss most. allison pratt is a wedding planner and minister at the tropicana, and she says the chapel hosted at least 25 weddings just last week. that's a 20% increase from an average seven day stretch at the hotel. >> well, we've had a lot more renewals come in. we've had a

lot more couples that have been married for 20 years. we were married here 15 years, and they want to come back and take pictures and celebrate with us again. it's kind of special. the history is really what it is. people are kind of sad that the history is going away. it's one of the originals, as they say. >> and practice also says the calls have only continued as multiple couples hope to secure a wedding date before the tropicana closes its doors on tuesday, making way possibly for a new ballpark for those a's. >> all right in arizona, former nfl linebacker chris washington says he lost his super bowl ring while out running some errands. washington played for the 49ers when they won the super bowl in 1989, beating the cincinnati bengals. he has warned that ring on his right hand almost every day since washington and his wife have tried to retrace their steps. having gone to multiple store locations in gilbert, the couple is worried the ring came off in a parking lot. washington is offering a reward to anyone who finds that ring, and you can hear about the west coast top stories every weekday right here

on ktvu. west coast rap with alex savage airs at 7:00 monday through friday, or you can find around. you can find around the clock coverage at west coast rap dot com. >> we now know the cargo ship that crashed into the bridge in baltimore had just undergone routine engine maintenance before pushing off early yesterday morning. today, ntsb investigators began collecting evidence on board the ship as dive teams searched for six people missing in the collapse. maryland state police say the bodies of two of the construction workers were found inside a submerged truck this morning. despite extensive efforts by the underwater teams, the four others could not be located. >> we have exhausted all search efforts in the areas around this. this wreckage, and based on sonar scans, we firmly believe that the vehicles are encased in the superstructure and concrete that we tragically saw come down.

>> a timeline from the ntsb shows the collision happened less than five minutes after alarms began to sound on the boat. 125 yesterday morning. the ntsb says it will examine paperwork and electronics, as well as interview the captain and crew as it tries to determine why the ship lost power in oakland today. >> a call on the biden administration to decriminalize cannabis. several groups held a news conference at city hall, including supernova women, the last prisoner project, and the drug policy alliance. they were joined by celebrity advocate and actress rosario dawson. the group says president biden promised to decriminalize cannabis in 2020, and still has not taken any action. >> i think that there's this concern from the federal government that we're going to ask them to take over. no one's asking the federal government to take over the cannabis space. the reality is that states are leading the reform. states are the primary regulators. we just want to remove those federal barriers, particularly for

under current law, drivers are not allowed to hold a phone while operating a vehicle, and doing so is punishable by a fine. officers have reported an increase in sightings of people on those phones while driving in concord. >> all right. yeah. texting and driving. stay away from that. not a good thing. and as we look at the temperatures from today, they were a little cooler. it was kind of a good thing, but it wasn't that warm compared to yesterday. is down a good five degrees. the showers moved in. today was dry for the most part, and then bam, right around 2 or 3:00 it started to rain. well, i got a nice email from a gentleman up in ukiah or occidental. pardon me. and he came in. he goes, i got an inch and a half of rain. bill, it's been raining up there all day. so the rest of us have been just kind of getting we're just now getting what they had. we're not going to see an inch and a half. we're going to see a quarter inch to a half inch as this heavy band of cells of rain moves through the bay bridge. you can see the roads are wet, but it's that kind of heavy, persistent rain that it's not.

we're not seeing pooling up too much of water on the roadways, at least in the central, the south bay, north bay, i think they probably do have some pooling water. there's the main system. it's powerful, but it's the main power is further north. and then this is the last sight of umph from this system and the mountains. you've got a winter storm warning there churning up on 50 and 80, and it's going to hang up up there. so this kind of will push through and translate the clouds and the in the, in the inclement weather is going to hang on on the west slope, as it so often does. so they're going to get a good foot of snow. the overnight lows are going to be in the 40s because of the cloud cover. here's that bit moving through. this is the model. the model says gone by early morning. and then there's 8 a.m. tomorrow morning. and then there's 7 p.m. tomorrow night. so tomorrow looks like a pretty good day in the morning. commute looks dry. the afternoon commute looks dry. here's friday morning commute kind of looks dry. and then this kind of throws some moisture at us throughout the day. so friday is kind of on again off again showers. and then saturday you see saturday morning. and then it just sort of goes unsettled. so saturday is kind of like.

what are you going to do. i think you're going to get stuff done. sunday is your best day on the weekend, but saturday is not going to be a washout. it's just going to be scattered showers more than we like. and that could change. still change. there's plenty of time for that to change around these are the forecast highs for tomorrow. and then about where they were today. and then there's the five day forecast. just sort of a it's neither here nor there. i'd rather in my mind i'd rather just have it rain a bunch and then not rain a bunch as opposed to rain a little rain, a little rain a little more lingering. >> you want to kind of have it come down quick and get it over with. i would like not happening. all right, bill, thank you. see you guys. well new tonight. dozens of nurses rallied this afternoon frustrated over the critical services that will be cut at the regional medical center in san jose. the california nurses association says trauma, stroke and heart attack patients will lose those life saving services. ktvu lamonica peters spoke with some of the nurses at today's rally. many of them say the move puts patients at risk. >> on wednesday afternoon, in the drizzling rain, you can't hide.

>> we can't see your greedy side. >> dozens of nurses from regional medical center in san jose say they're rallying on behalf of their patients. >> the reason that we're out here today is to raise awareness in this community, because i don't think people really understand what's going on, come august 12th, the hospital is going to be doing away with comprehensive trauma services, comprehensive stroke services, and also stemi, which is a heart attack. >> regional medical center says it's downsizing the trauma center due to the lower number of patients in need of those services and higher demand for resources and regulatory requirements for the centers that are not sustainable. the only thing we want to happen is for them to keep it because we already have it. the california nurses association says hca healthcare, the parent company of regional medical center, is putting profit over patients and making it harder for a mainly latino east san jose population to receive vital health care.

regional medical center released this statement saying in part, we will continue evaluating, treating and or stabilizing stroke and serious heart attack patients should patients need a higher level of care we would transport to other local facilities. the regional medical center also says it will use $10 million to expand its emergency department, with an additional 20 beds still, nurses say not having those critical services readily available may put patients lives at risk. >> you cannot schedule heart attacks. you can't schedule accidents, so you have to have it when you need it. >> a lot of times they will not seek out health care because they can't afford it. so when they do come to this hospital, they are very sick, regional medical center also says that the changes will happen in phases starting august 12th. >> now the nurses say despite that deadline, they'll continue advocating for their patients. lamonica peters, ktvu, fox two

all right. if you've taken bart recently, you may have heard some music filling the station's bark. and the subways started this month, a series of musicians who perform at various stops. some bart passengers tell us they've enjoyed hearing the music in the background of their commutes. >> i think it's great. we should have more music in bart, the musician has been great. >> it makes the time go by faster. so i've really enjoyed it. >> bach in the subways is part of a worldwide celebration that initially started in 2010. the mission behind it was to introduce more people to classical music. the music at bart will continue through the month. >> the san francisco city football club just released its latest kit design, featuring the newly elected official animal of
